In scripts whisper doesn't work with a $q (remembered) target. Verified with mobs, unknown with objects or rooms.

Have a look at my testing parameters- maybe yours was a more specific case or a visibility issue. Also, objects and rooms can't whisper - you'll have to use echos for that.
