<![CDATA[Boots of Zanthar]]>The Boots of Zanthar apparently can't be put into a container, even though I got it out from a container. Was an old global reward, I believe.

Also no idea what the "float_user" flag on it does.

They might have been in a container when they were given to you originally.

float_user means you do not lose stamina while walking, and anything that checks for flying thinks that you are.
