Lich High Mana Regen

According to help, lich now have 250% higher mana regen. Is this implemented yet? If so, could an imm please take a look at it? I haven't noticed a difference at all. Though granted, this could be because I don't have the meditation skill.

Okay I have meditation and all now, but I still am not seeing a higher mana regen for lich. And if it is working, then I believe it needs to be adjusted. I'm quite sure it doesn't regen better than my HP. I don't think I ever regen much unless sleeping.
