Neither seem very appropriate for a playable race. Wraiths of folklore are usually apparitions of a living person, an omen that the person embodied is about to die. A revenant is a spirit returned from death, and depending on the culture it could be applied to any sort of ghost. One common use of the word is to describe a mindless, feral spirit bent on destruction.

Dispel roomI think it's wise to point out that dispel room failing to hit adjacent rooms will make it basically worthless for taking down roomshields.

Skills/SubclassesYou can still fit heal between rounds, but it's not so quick casting that you can do it twice. I must be missing the point or something, because what everyone seems to want is in fact how it is. Not spammable, still usable, I don't see the problem. Let's all take a minute to reflect upon the words of the eminent Thoreau: simplify, simplify, simplify. Complex systems become exponentially more difficult to balance with each new component.

Skills/SubclassesThe heal cast time is just fine as is, it was an excellent change. It's nonsense to have the most potent healing spell also have a short casting time. PvP is best when there is a rhythm to it. Frantic casting due to super short cast times only disrupts this rhythm and encourages spamming. With Xavis' suggestion both people would be doing the same thing every round, casting heal and then using an offensive spell/skill. Do we really want to create a system that encourages this? I don't think many people would find it fun, trying to keep up with that pace. I thought the revamp of pk was to make it more appealing, as well as more balanced.

PK ChangesIf all other factors remained equal, I don't see how this would affect pvp at all personally. No one's mana is running out with the current state of pk. If any of the other myriad of suggestions are ever implemented, namely those calling for reduced pvp damage/sanctuary effectiveness, this persistent mana drain would be devestating to racial balance.
Minotaurs will be utterly useless. Titans may still prove to be viable due to their damage output, but you can expect them to be weakened, and dwarves are gonna need all those resistances to justify themselves in pk. Vampires will become godlike, inconquerable hp/mana under such a system. All the high mana races will be at a supreme advantage, especially if they have channel.
I don't think this idea is a justifiable fix.

The Unabridged Discourse on Racial ComparisonI don't think minotaur's racial skill should be an enhanced version of behead, too strong. Dropping the vuln to holy from drow or lessening further the damage from sunlight to vamps would massively strengthen two races who are already among the best. Altering racial stats like dex is a null factor unless you do it severely, with eq able to boost your stats well over their racial max, achieving near 25s across the board is childs play.
